Add manifest files, Helm charts and other setup files for cluster wide services such as

[x] manifest files to persistent volumes
[x] manifest files for ingress and ingress controllers
[x] scripts to setup app namespaces and kubectl config files (context definitions)
[x] cron script that updates Let's Encrypt certificate (replaced with cert-manager)
