We would like the ability to view download counts for public data sets vs private metadata and data.

This is already possible in the metrics system, in that download counts are available for all datasets. Whether a dataset is public, private, or shared with a group is not static, and can change at any time. Our systems do not keep a history of access changes, and so we can not separate downloads by access control rules. Let me know if I'm missing something in particular here or not fully understanding your request.

@mbjones For us, we are not interested in download counts before a data package has been published. These views and downloads are usually from the data package stakeholders. Maybe we can accomplish somthing by similar not counting ESS-DIVE team members or the rightsHolder.
