add github action for validation #24

We want to ensure that the format file stays valid, so add a CI test that this is the case.

@csjx @taojing2002 I added an action to the build that runs a validator on the formats file on each checkin to develop or master, and on pull requests to those. Please review and let me know if it looks good to you. It is now passing on both branches: https://github.com/DataONEorg/object-formats/actions

Validation seems to be working well, so I think we should leave it and this will be part of the repo tooling going forward.
