Add CF and netCDF versions from issue #17 #30

Followed the NetCDF proposal in #17. My only question is whether we should shift the formatId for version 1.8 and above (where we go with a generic version) from netCDF-CF as proposed to the more recognizable mime type application/netcdf? Thoughts?

Updated with recent changes from develop to bring this in line.

Given that we also have netCDF-4 and similar types that use the application/netcdf mime type, I think we should stick with netCDF-CF for the name of this more specialized format.
