Release 2.1.3 #239

This is a patch release to address errors that have caused the CRAN package checks to fail.

[x] close any issues assigned to this release
[x] Update version number, publish date, etc. in DESCRIPTION
[x] check that all new functions have unit tests
[x] update NEWS
[x] update cran_comments
[ ] run revdepcheck::revdep_check()
[x] devtools::check()
