Fixes a datatyping issues in ARCRC, #110, bumping ARCRC to version 0.10
Fixes the CI job that validates ontologies in this repo. I made a bad choice of Jena mirror and it started 404ing.
Creates the SENSO ontology, see #113 fro discussion

Will tag ARCRC 0.10 and SENSO 0.1.0 after this is merged and both off to BioPortal.
