We original had classes for all the DataTags colors but pulled them out in the final version of SENSO to help get the first version out the door and give ourselves more time to deal with that and create proper alignments between our three sensitivity classes and Datatags.

@mpsaloha suggests trying skos-dl:exactMatch and skos-dl:closeMatch
Clarify the DataTags definitions and try to eliminate the identical definitions
