Merge first version of SALMON ontologies into develop #124

This PR adds three ontologies and some supporting documentation and scripts.

The three ontologies are:

SALMON: Our core salmon ontology, created by @samanthacsik and @mpsaloha
SALMON_alignment: An alignment ontology for deprecated terms. See https://github.com/DataONEorg/sem-prov-ontologies/issues/120.
SASAP: Our ontology for SASAP terms, also created by @samanthacsik and @mpsaloha.

There are two supporting scripts in the salmon/misc dir

find_deprecatead_iris: Script @amoeba used to find usages of deprecated terms to help decide how to handle each
make_alignment_ontology: Script to automatically and completely create the SALMON alignment ontology
