[x] Update SASAP ontology
- [x] Fix base IRI
- [x] Add owl:versionIRI triple

The changes discussed on this week's salmantics call have been made, except for the serialization terseness changes. I wasn't able to find any combination of editing and re-saving with Protégé that didn't trample over every change I made so I'm going to leave things as-is so future edits aren't messy.

I'm going to let this soak over the weekend and will plan to merge next week.
