definition of the property says that
s determined by f if and only if s is a type of system, and f is a material entity that is part of s, such that f exerts a strong causal influence
so both are entities, eg, you could probably say phytoplankton 'determined by' microalgae
or
soil active layer 'determined by' permafrost (now done, rule added to ECSO 0575)
but it should not be a rule on a measurementType, eg, soil active layer depth
