Enable annotation editing in EML Editor #46

(Issue made here but work is tracked at https://github.com/NCEAS/metacatui/issues/1402 too.)

MetacatUI's EML editor should be able to read in, edit, and serialize back out semantic annotations at the record, resource, entity, and attribute level. Doesn't have to be fancy right off that bat.
