Finish configurations for prose.io #1

I very, very quickly plugged in prose config for the data post type. The content in _posts/data ends up in the data browser portion of the website.

There are a couple things left to do to complete the configuration for data posts:

[ ] Add help text to each field that is more user friendly, I rushed this and skipped a bunch, also the copy is pretty poor
[ ] Turn category field into a select box with a controlled vocabulary: the vocabulary should match the list of categories currently listed in this google doc under column D
[ ] Review the meta data editor in prose and identify any other issues that may need taking care of

And then the prose configuration still needs to be done for policy posts stored in _posts/policies

[x] Add meta data fields to policies. To do this review the existing posts.

I just did a push on this, but there are some lingering bugs that we'll probably discover one by one. @jbonaguro will be adding a lot of data using the current config and will have more feedback on what's working and not working with the current config.
