overview page menu overlaps heading if scrolling up #55

Affects all firfox and ie. Not chrome.

minor issue. If you scroll down a bit then scroll up the menu bar will overlap the heading. See how 'population and households' link is hidden in screenshot. Keep scrolling up and it will correct itself capture4
