'Click for More Info' does not work on county maps #591

When you view any of the maps: http://sunbird.datausa.io/map/?level=county&key=diabetic_medicare_enrollees_65_75_white&translate=635.1926346587481,843.9379768213353&scale=5258.508864508167

(for example) it invites you to click in the tool tip for more info, but it doesn't wait for your mouse click. Instead, it just zooms to the county clicked.

Need to change behavior or tooltip text.

@pviechnicki the idea here is that clicking on the geography will zoom it's bounds and show more information (if available) in the sidebar on the left. What behavior are you expecting?
