cross-viz highlighting in viz-builder #773

If I highlight a state, it'd be cool if it highlighted that state on all of the other charts as well

Love this idea, and shouldn't be too hard to hook up using the new d3plus (which the new architecture uses). We're going to focus on bugs before tackling this though.
