capitalize PUMA and MSA dimensions in ACS tables #183

Currently, some ACS tables have a dimension level named "Puma", which conflicts with the IPEDS and PUMS tables where it is named "PUMA". I prefer to capitalize acronyms, so this one falls on @hwchen!
