add monetdb to startup on VMs

init script from the repo of monetdb ... so it actually may already be on the box! just will want to sure it is:

• [x] enabled
• [x] configured to start before the cube service starts

I've chained the whole system together, in order and with appropriate pauses.

I ended up creating a new systemd config, because I wanted to keep everything systemd for simplicity.
