...do we have any sort of scripts to update their spending data?

@davelandry I contacted Caleb from Deloitte who shared a zip file yesterday. The problem is that what he shared relies on hard-coded Windows paths to files that we do not have, so I've asked him to supply instructions that will allow us to at least reproduce his FY17 results (otherwise it's unusable)

@hwchen I've ingested the data to the cube so we now have the data in but there are two issues that we'll want to resolve before closing:

[ ] fix hardcoded fiscal years
[ ] confirm why random header row appears in the middle of the contracts file and remove
