add hide_in_ui annotation to internal levels in ACS cubes #220

it looks like there are some hide_in_ui items in place, but they don't seem to be getting picked up in mondrian. Based on the way that it seems the Tract hierarchy's State and County levels do appear to pull the annotations through, it seems like I these annotations might need to be added to each level in the hierarchy to be hidden?

1) looks like the json object from /cubes doesn't have an annotations field for hierarchies 2) it looks like putting the annotations at the level seems fine? I'm assuming that it's showing the deepest level of a geo hierarchy, or levels that aren't hidden_in_ui
