add B24031 table for overall median earnings by location #243

add cube for B24031 table for median earnings by location because right now on the NY page using the existing cube it appear shows the sum of the Male/Female median earnings.

replacement issue for #242?

Assuming that we can then hide the ygsi table from the vizbuilder/map then I believe this would resolve #242

@davelandry I spoke with @hwchen sounds like this would not replace the #242, as that would still be an issue (due to the way medians work, it is a limitation of mondrian rest that requires this extra data to be added)

I only have the "Total" issue while creating the bar charts in profiles, so if I can use this new ygi table in those cases, then I'll be happy.

This cube already exists, as acs_ygi_industry_for_median_earnings.

The "Total" issue should also exist in the ygi median earnings table.

@hwchen great! because of the total values, we should probably hide these cubes from the vizbuilder to avoid confusion.

@davelandry per walther's update you should be able to use the acs_ygi_industry_for_median_earnings_x cubes then.
