add missing PUMA to PUMA shapes table #247

The special PUMA 79500US2277777 is a combination of PUMAs 01801, 01802, and 01905 in lousiana (fips 22) https://www2.census.gov/programs-surveys/acs/tech_docs/pums/data_dict/PUMS_Data_Dictionary_2010-2014.txt

So for the short term let's to manually add this to the tables and then add to the census-geography ETL
