Storage plugin wrapper for Ed Uni

Enable deposits to be stored for the long-term in more than one location.

For University of Edinburgh requires 3 storage locations

Ed Uni needs some kind of wrapper for the Oracle and TSM plugins as the intention is to write to both.

@robintaylor has made a commit related to this issue https://github.com/DataVault/datavault/commit/11cb04fea29054bc9950012ffad077c1758f5c41 adds a flag to indicate which storage location one you want to use for retrieval
