As we start of modify the source code we should provide clear instructions for ourselves, collaborators, and others on how to use this code.

This will require:

[ ] Obtaining and setting up CESM
[ ] Using this version of CAM from within CESM
[ ] Linking to FTorch from within CESM (Using ICCS CIME fork)
[ ] Building and running a case, setting any options as required in namelists etc.
