Add a CI/CD pipeline to KubeETL

To build and test KubeETL continuously, we should setup some github actions. They should at minimum perform the following steps:

• Test the code
• Check for vet issues and formatting issues
• Check for signed commits
• Build the KubeETL docker container and host in a public repository
