I haven't played with Matteo's pull to refresh script. I don't see any reason why it wouldn't work, though. Make sure that jqt.bars.js is loading the full minified version of iScroll instead of the lite version. See line 658.
Is it possible to use pullToRefresh with the tabbar implementation of iscroll? I tried
