Precondition:

User has just uploaded new document

Content:

Check if recommendation system is available
Generate recommendations for all steps
Store recommendations in databse
Has to be done as part of upload process, see #15

Postcondition:

Success: Recommendations are stored in the database

Acceptance Criteria:

After uploading document, trigger recommendation generation and store recommendations in database
