Update dbt to 1.2.1
Update dbt-utils to 0.9.1

@DVTimWilson Some odd failures on Satellites in SQLServer.

dbt have moved the dbt_utils datediff, current_timestamp and other time macros to dbt core.

That's the only thing that has changed that could be making this fail.

We need to fix this is we want to officially support dbt 1.2.0+
