Agree on responsibilities

We need to agree on responsibilities for the different tasks involved in the technical operation of DataverseNO. This includes:

• [ ] What are the different tasks and roles?
• [ ] Who is responsible for which tasks?
• [ ] Who is deputy/substitute/proxy?
• [ ] ...

This issue is related to issue #7.
