Subnational landing 0.1 #60

Create an entire new subnational page.
Main data in JSON in consts.js.
Load available profiles using search api.
Countries available: BRA, JPN, RUS, CAN, URY, DEU, USA with several levels.
Simple search by level per country.
Basic tooltip.
Redirect with links & map clicks to profiles.
