[Subnational Landing] Small fixes

• [x] brazil: remove regions (if i remove these from the CMS, will it be reflected automatically?)
• [x] brazil: i know we talked about doing something special like clicking a state will show the municipalities JUST for the state but i think as an short term fix putting a max-height on the list container and making it scroll will be enough
• [x] canada: remove “Canada” province
• [x] russia: is there any chance we could capital case these names or would that need to be done at the ETL level
• [x] uruguay: remove “sin dato” from corridor list and departments list
