Role - User Admin

Precondition: User Admin logged in

Description:

  1. User Admin is able to block and delete users.
  2. When a user is blocked or deleted, they should receive a clear notification and explanation for the action taken.
  3. The user's data and content should be securely and permanently deleted from the system in accordance with data protection regulations.
