Run testlib tests under GWT externally #1699

They already run internally.

But it seems like they're not running externally for some reason. Probably I 
need the same /testing/ exclude for test modules that I have now for prod 
modules.

Hmm, or maybe my pending CL (which adds a reference to that appropriate 
testModule) really was all I needed.
