Add a starting date picker with a default date of today. Update all displayed charts and tables to show dates instead of months and years.

Change to "first payment date" picker, its more relevant.

Also, the ad hoc sections should have years and months on them, but the first year should only have the relevant months active, and not the months before the first payment date.
