Skeleton Loading for DataTable #15

Integrate some PrimeVue into the monthly figure modals to make them look better and fit with the rest of the site.

Switch to a PrimeVue DataTable instead of modals. (Might still be a modal, but thinking to just have it at the bottom of the page in a FieldSet.)

Have expandable row for each year, and 12 rows under each year, one for each month.
