From the article below, it looks like VS Code can run on a Chromebook.

Does anyone have access to a Chromebook to try VS Code with the MPRemote VS Code Extension? I'd love to know if a Chromebook can be used as a development host for MicroPython projects.

The answer seems to be: If it does, it's not without a lot of hassle. So, skipping this to focus on Raspberry Pi instead.
