Hide Button for user-actions if no access to actions #20

Hard to implement on server-side, related to #24
Requires Refactoring which is last priority at the moment. Per JS an easy solution would be possible.

Problem is that several items in the button-container are collected on base of access-viewHelpers but the container itself is impossible to check without further viewHelper or some other logic. In any case it would be a still bigger mess.
