Add encoder support and remove encoder library #36

Currently the encoder we are using is an encoder library. The encoder on the vehicle is more akin to a counter.

Ideally this would be nice to complete for the mid-project demo.

We need to setup PCINT0-7 and set appropriate bitmasks (as we also have 2 pins used on that port which must NOT be interrupt pins)
We need to remove the mocking methods and add new tests
We need to strip out the DI and factory code
We need to tweak the main loop
