rst2pdf does not support Python3 #1

For some reason, on my Ubuntu 16.10 I can still install rst2pdf with pip and I get pdfs out of the build, but on readthedocs server it does not work because I get this error: https://github.com/rst2pdf/rst2pdf/issues/609

As a workaround, for now I can build in locale.

non molto rilevante, ormai la build la facciamo su github actions
