Update Python version for building when released XGA has had dependencies updated #268

The developer of XGA is a pain in the arse and hasn't updated the dependencies so we're stuck on an old-ish version of Python.

In a similar vein - once that has been done I should get the astropy version upto 6.0.1 (it doesn't support python 3.8 which I am using because XGA gets upset otherwise).
