[BUG] Joy-Con Stuck in Horizontal Position #633

One of my four Joy-Con connects horizontally and cannot be turned vertically by clicking on it like the other three. The issue used to be solved by unpairing the Joy-Con and restarting the program however it's persistent now.

Another one of my Joy-Con also joins horizontally by can be changed vertically with a left click. They're both left Joy-Con if that's any help.

Expected behavior Joy-Con connects in the vertical position and can be changed to horizontal with a left click.

Controller (please complete the following information): Split Joy-Con [L] connected via Bluetooth

After a bit more testing, this seems to be a more common issue when both left Joy-Con are connected at the same time. Disconnecting a working one allows me to change the orientation of the stuck one. This doesn't happen with two right Joy-Con.
