[ENHANCEMENT] Merge DS4 Gyro Emulation into Mainline #700

It is time to merge this branch https://github.com/Davidobot/BetterJoy/tree/ds4-gyro into the mainline branch. ViGEm 1.17 has finally been released. This will however limit the program to Windows 10 only, though ViGEm is backwards-compatible, I think.
