Migrate tests and deployment script to arbitrium

• Needs data about WETH: weth(0x82aF49447D8a07e3bd95BD0d56f35241523fBab1)
• Needs data about balancer on arbitrium (looks like addr is the same as on ethereum)
• Needs data about curve on arbitrium

Looks like Curve router no longer has a "get_best_rate" function available, or I haven't found the equivalent of this contract deployed on ethereum: 0x99a58482BD75cbab83b27EC03CA68fF489b5788f The address registry from curve no longer lists that contract as part of Curve (should be listed at index 2 here => https://etherscan.io/address/0x5ffe7FB82894076ECB99A30D6A32e969e6e35E98 So maybe discontinued? Anyway this makes adapting more difficult as we need to rewrite the code used by CurveLeverager.sol
