Building new Cities Occurred twice #144

When i start a new city, i buy ministers, add the 10% building speed bonus then click on auto upgrade usually warehouses cottages and city centre. What i am finding is The City Centre is not upgrading see photo 2016-03-11

Once i click on the CC and manually upgrade 1 Level it then auto upgrades

Further to this issue, i have tested various scenarios. The bug only appears to happen, if when i start to auto build by clicking a warehouse or bungalow, everything will build except the CC, yet if i click the CC first everything builds.

I have tested it on 5 cities now and all the same results.

Jan told me about this problem & asked if I could try on my next couple of cities. The fist city I built 2 warehouses & 8 cottages then started the minister on up grading a warehouse. It kept upgrading the warehouse & cottages but not the city centre until I instructed it to do so.

The next city I started I built the same buildings but started the up grades with the city centre & it continued to up grade all buildings.
