To download this app you don't need to go anywhere; the archive is downloaded from the github servers. Just go to the releases section and download the latest version. https://github.com/DaxEleven/Rule34.xxx-Downloader/releases
All Github traffic passes through an HTTPS connection and doesn't require any authorization. The app itself only works with rule34 site and also doesn't require any authorization.
This is an open source project and you can see for yourself that there are no suspicious aspects in the code. You can download it and build it locally if you don't trust to my build.
In general, your message is a good recommendation for downloading adult content, but this has nothing to do with the issue of this program.
You have to download a file from a dubios website which requires you to log in via 3rd-party apps (google or microsoft) and it looks exactly like if you continue with the main sites, but the microsoft-sites domain-name is microsoftonline.com which is a http-website and therefore absolutely NOT trustworthy!! Be careful out there with downloading porn and stuff if you don't want your webcam to be exploited to a stranger
