Drives loco without command #16

Hi, I've uploaded the code to an Uno with the Motor Shield R3 on top, however as soon as I command it to turn track power on the loco starts accelerating along the track, I've only sent the one command for track power on, so I'm not sure why this is happening?

Any help would be greatly appreciated

Did you connect the jumper-wires between 10 and 12 and 5 and 13?
