DeFi Meta Chain Test Suite: `@defimetachain/testsuite-*` #46

This tracks all the testing of RPC methods that are required for building quality EVM-compatible blockchain with Native compatibility.

TODOs

For the sake of completeness, I also included Rust Unit & Integration Test Requirement. We will move them to another issue in due time.
