[x] Move hardhat related files to hardhat/: This frees up the src/ directory to be able add typescript files related to the contracts
[x] Setup ts-config to build module with /src and contract tpyings
Setup ts-config to build scripts? Deciding against this for now, but could be a nice update in the future.
