Starting tech setting mahoosive tooltip issues

Describe the issue The "Starting technology level" map setting has a mahoosive tooltip populated with the contents of all the starter kit options:

It was done like this because individual drop-down settings can't have descriptions. There are two issues with it:

• If another mod uses the provided remote calls to change the starter kits, the tooltip is inaccurate, and it can't be changed at runtime, and would be shown before a mod could make changes anyway;
• It's bloody enormous.

Fix: remove it.

They can actually. Maybe you’re aware of that and you just mean that they didn’t used to be able to. Either way - just so you aware, you can add tooltips to individual items in mod settings drop-down.

I didn't know that. However they would still be potentially inaccurate as the localisation is set in the data stage and starter kits can be changed at runtime.

(For reference, here's what it looks like - you have to add the info icons into the locale yourself with [img=info] and they don't look so good against the yellow background...)
