Describe the issue
The current tracking of inspiration doesn't take multiple custom forces into account, e.g. some kind of multiplayer competitive scenario. At present, a player who completes an inspiration tech requirement will prevent that inspiration ever happening for players on any other force. Minor rewrite required (track inspiration state per force; listen for new force creation/merge events).
