Two small changes, one to fix the TEAnvil temperature check, the other to make a private function public. #802

You may already have the first commit ready to go. The second is so we can use the tickDecay function with other mods containers when not doing the default decay.

Yeah, I actually rewrote those whole sections in TEAnvil to get rid of the ternary entirely, just haven't had the time to move the change over to my desktop and push it.

Ok, I added the brackets back just so it was functional, so if we could get the one public method, then this could just be discarded.
